Texas UCR Registration for 2027: What Carriers and Owner-Operators Need to Know

Texas is home to thousands of commercial transportation businesses, including interstate freight carriers, private fleets, owner-operators, oilfield transportation companies, and freight brokers.

Many of these businesses must maintain annual Unified Carrier Registration.

However, UCR is frequently confused with Texas intrastate motor carrier registration, USDOT numbers, and federal operating authority.

Those are separate programs.

For Texas carriers preparing for 2027, the first step is determining whether UCR applies to the business and which fee bracket is appropriate.

What Is UCR Registration?

Unified Carrier Registration is an annual registration and fee program for specified interstate transportation businesses.

Covered entities can include:

  • Interstate motor carriers
  • Motor private carriers of property
  • Freight brokers
  • Freight forwarders
  • Leasing companies

The applicable fee depends on the entity category and, for motor carriers and certain other entities, the relevant vehicle bracket.

UCR does not authorize transportation operations or replace safety requirements.

Do Texas Trucking Companies Need UCR?

Many Texas carriers participating in interstate commerce must register.

A covered carrier transporting freight between Dallas and Oklahoma may be subject to UCR.

An owner-operator with one truck may also be covered.

However, not every Texas business with a USDOT number automatically needs UCR.

Applicability depends on the operation and the program’s definitions.

Do Texas Intrastate Carriers Need UCR?

Businesses operating solely in intrastate commerce generally are not subject to UCR.

But a trip entirely within Texas can sometimes be part of a broader interstate transportation movement.

The carrier should consider the origin, destination, and complete transportation arrangement.

TxDMV instructs businesses operating exclusively within Texas to identify their USDOT operations as intrastate when applying for applicable state motor carrier credentials.

Selecting an interstate classification unnecessarily can create confusion about UCR applicability.

Is UCR the Same as a TxDMV Number?

No.

A TxDMV number is associated with Texas intrastate motor carrier registration.

UCR is a separate annual program for covered interstate transportation entities.

Texas guidance lists UCR-registered vehicles operating exclusively in interstate or international commerce among the exemptions from certain TxDMV intrastate registration requirements.

A carrier performing both types of operations should review both systems.

Is UCR the Same as a USDOT Number?

No.

A USDOT number identifies a regulated transportation business in FMCSA’s registration system.

UCR is an annual registration and fee obligation.

A company may need both.

Completing a USDOT application does not automatically pay UCR.

Does UCR Replace Federal Operating Authority?

No.

Certain for-hire interstate motor carriers need separate FMCSA operating authority.

Insurance filings and a BOC-3 process agent designation may also apply.

UCR does not grant authority or satisfy those requirements.

A carrier should verify all required credentials before operating.

When Does 2027 UCR Registration Open?

The UCR Plan opened registration for the 2027 registration year on October 1, 2026.

Covered entities should register and pay before January 1, 2027.

The obligation is annual.

A completed 2026 registration does not automatically establish that the 2027 obligation has been satisfied.

What Are the Approved 2027 UCR Fees?

FMCSA adopted the 2027 fee schedule through a final rule. The approved motor carrier fees are:

Vehicle bracket2027 fee
0–2 vehicles$55
3–5 vehicles$167
6–20 vehicles$333
21–100 vehicles$1,163
101–1,000 vehicles$5,548
1,001 or more vehicles$54,165

Covered brokers and leasing companies pay a flat $55 fee for 2027.

These are official UCR fees.

Optional private filing assistance charges are separate.

What Does a One-Truck Texas Carrier Pay?

A covered carrier in the zero-to-two-vehicle bracket pays $55 for 2027.

The company should verify its applicable vehicle count under UCR rules.

The number of trucks actively dispatched on the filing date does not necessarily determine the bracket.

A temporarily parked truck may still be relevant.

Do Texas Freight Brokers Need UCR?

Covered freight brokers generally must register annually even if they own no trucks.

For 2027, the approved broker fee is $55.

Broker authority, financial security, and UCR are separate obligations.

An active federal broker authority record does not automatically mean annual UCR registration is complete.

How Is the UCR Vehicle Bracket Determined?

UCR uses specific vehicle-counting rules.

Carriers should review the applicable reporting period and the information used to calculate their fleet size.

The number of employees or CDL drivers does not directly determine the fee.

A business should confirm its bracket before submitting payment.

Does MCS-150 Information Affect UCR?

It can.

A carrier’s MCS-150 contains company information, including reported power units and other operational details.

The UCR Plan’s October 2026 guidance explains that certain automatic renewals use the power-unit count from the registrant’s most current MCS-150 record.

An accurate USDOT record can therefore help prevent registration inconsistencies.

However, updating an MCS-150 does not itself renew UCR.

Does Motus Handle UCR Renewal?

No.

FMCSA launched Motus on May 19, 2026, for USDOT registration and related administrative actions.

UCR continues through its separate registration system.

Carriers should maintain access to both systems when applicable.

Does FMCSA’s Biennial Update Relief Extend UCR?

No.

FMCSA temporarily suspended enforcement of certain biennial USDOT updates and related inactivation for updates due on or after June 1, 2026.

That relief does not extend the 2027 UCR registration deadline.

The two requirements should be tracked independently.

What About Texas IRP and IFTA?

Texas also administers vehicle and fuel-tax programs for qualifying operations.

IRP concerns apportioned registration.

IFTA concerns motor fuel-use tax reporting.

These programs are distinct from UCR.

A carrier may need several credentials depending on its vehicles and operating territory.

Does UCR Cover Drug Testing or Driver Qualification?

No.

UCR registration does not satisfy DOT drug and alcohol testing, Clearinghouse queries, CDL qualification, hours-of-service, or vehicle maintenance requirements.

A carrier may have an active UCR registration while still needing to address separate safety obligations.

How Can a Texas Carrier Check UCR Status?

Use the official UCR registration system.

Verify the legal entity, registration year, vehicle bracket, and payment status.

Retain the confirmation.

Do not assume a private invoice proves that official registration has been completed.

Can I Complete UCR Registration Myself?

Yes.

Covered businesses may register directly through the official UCR system at Home – UCR .

Private assistance is optional.

Any service provider should clearly distinguish its charges from the official registration fee.

Frequently Asked Questions

Does every Texas trucking company need UCR?

No. Applicability depends on whether the business falls within the covered interstate transportation categories.

Does a Texas-only carrier need UCR?

A genuinely solely intrastate carrier generally does not, but the complete transportation arrangement matters.

What is the 2027 UCR fee for one truck?

$55 for the zero-to-two-vehicle bracket, assuming that bracket applies.

Does paying UCR issue a TxDMV certificate?

No. Texas intrastate registration is separate.

Does UCR registration activate my USDOT number?

No. USDOT status is managed through FMCSA.

When should Texas carriers complete 2027 UCR?

Before January 1, 2027.
