Revoked ELDs and 2027 UCR Renewal: A Compliance Guide for Small Carriers

For a small trucking company, an unexpected equipment compliance problem can quickly become a business problem.

When the Federal Motor Carrier Safety Administration (FMCSA) removes an electronic logging device from its registered list, carriers may need to replace equipment, retrain drivers, preserve historical records, and adjust dispatch schedules.

At the same time, owner-operators and small fleets must continue managing routine business requirements, including annual Unified Carrier Registration (UCR) when applicable.

An ELD revocation does not change a carrier’s UCR obligation. Both issues need attention, but they must be handled separately.

Why Did FMCSA Revoke More ELDs in 2026?

FMCSA maintains lists of registered and revoked electronic logging devices.

When the agency determines that a device fails to meet federal technical specifications, it may remove the device from the registered list.

On July 9, 2026, FMCSA revoked 10 ELDs with a September 8 replacement deadline.

On August 6, the agency revoked five additional devices with an October 6 replacement deadline.

Both deadlines have passed.

A small carrier still using an affected device should check the live FMCSA list and address its HOS compliance immediately.

Which Devices Were Affected?

The July 2026 group included Ontime Logs iosix, LAST MINUTE ELD, Porter ELD, Zee HOS Compliance, EV ELD IOSIX, Light and Travel ELD, PREMIERRIDE LOGS, 2BRO ELD, 305 ELD, and TT ELD 40.

The August 2026 group included MOONLIGHT ELD, HGRS ELD, HIGHEST ELD, TRUCKFORD ELD, and Sparkle ELD.

Carriers should confirm the exact model and ELD identifier before determining whether their equipment is affected.

The vendor’s name alone may not be sufficient.

What Happens When a Small Carrier Misses the Replacement Deadline?

A driver who continues relying on a revoked device after the applicable transition deadline may be treated as operating without a compliant ELD.

FMCSA directed safety officials to cite drivers using affected revoked devices after their replacement deadlines and place them out of service under applicable enforcement criteria.

For an owner-operator, an out-of-service order can interrupt the company’s only source of driving revenue.

For a small fleet, it may mean reassigning freight, arranging substitute equipment, or missing delivery commitments.

The safest approach is to verify the device’s status before dispatch.

Can an Owner-Operator Use Paper Logs Instead?

FMCSA permitted temporary paper logs or logging software during the specified revocation transition periods.

Those transition periods are now over for the July 9 and August 6 groups. A carrier otherwise subject to the ELD mandate cannot treat that temporary allowance as a permanent paper-log exemption.

Certain operations qualify for separate ELD exceptions under federal regulations.

An owner-operator should verify whether an exception genuinely applies rather than assuming that operating a small business creates an exemption.

How to Control ELD Replacement Costs

Small carriers should evaluate more than the advertised price of a replacement ELD.

Consider installation costs, subscription fees, equipment compatibility, support availability, data export, and driver training.

A lower-cost product may not be a good choice if it cannot reliably support the carrier’s operations.

Before canceling the old subscription, export required historical records.

FMCSA generally requires six months of HOS record retention and separate backup storage for ELD records.

Carriers should also retain documentation of the transition.

Does an ELD Revocation Affect UCR Registration?

No.

UCR is a separate annual registration and fee program for specified interstate transportation businesses.

ELD rules concern hours-of-service recordkeeping.

A carrier can have current UCR registration while using a noncompliant ELD.

Likewise, installing a compliant ELD does not satisfy an overdue UCR registration.

The two requirements should be tracked independently.

Which Small Carriers Need UCR?

Many interstate motor carriers are subject to annual UCR registration.

Covered entities may include motor carriers, motor private carriers of property, brokers, freight forwarders, and leasing companies.

Fleet size alone does not determine whether registration is required.

A business operating only one qualifying commercial vehicle may still be subject to UCR.

Owner-operators should review their interstate operations and applicable registration category.

2027 UCR Registration Is Open

The UCR Plan opened registration for the 2027 registration year on October 1, 2026.

Covered entities must complete registration and pay the applicable fee before January 1, 2027, to begin the year with the required registration in place.

This deadline is separate from any FMCSA ELD replacement deadline.

An owner-operator dealing with an ELD vendor change should still review their 2027 UCR status.

What Are the 2027 UCR Fees?

The approved 2027 UCR fee schedule increased from the 2026 schedule.

The applicable motor carrier fees are:

Vehicle bracket2027 fee
0–2 vehicles$55
3–5 vehicles$167
6–20 vehicles$333
21–100 vehicles$1,163
101–1,000 vehicles$5,548
1,001 or more vehicles$54,165

Covered brokers and leasing companies pay a flat $55 fee for 2027.

These are official UCR registration fees. Any optional private filing assistance charge is separate.

Does Replacing an ELD Change the UCR Vehicle Count?

No, not by itself.

UCR vehicle brackets are determined under the program’s applicable vehicle-counting rules.

Changing an ELD vendor does not add or remove a commercial motor vehicle from the fleet.

If the business has independently added, sold, or changed vehicles, the carrier should review whether those changes affect the applicable UCR calculation.

Do not confuse the number of ELD subscriptions with the number of vehicles used to determine UCR fees.

Can an Out-of-Service Truck Still Count for UCR?

Potentially.

UCR vehicle-counting rules are not based solely on whether a truck is available for dispatch on the day of registration.

A temporarily unavailable vehicle does not automatically disappear from the applicable UCR calculation.

Carriers should review the relevant reporting period and official UCR guidance before selecting a fee bracket.

Does UCR Renewal Protect Against ELD Violations?

No.

UCR registration does not certify that a carrier’s ELD is compliant.

It also does not satisfy hours-of-service, vehicle maintenance, driver qualification, or DOT drug testing requirements.

Likewise, ELD compliance does not replace annual UCR registration.

Maintaining both obligations helps a small carrier avoid separate compliance problems.

Build a Simple Compliance Calendar

Small fleets often manage their own regulatory deadlines.

A practical calendar should track:

  • ELD registration status and vendor notices
  • HOS record retention
  • Vehicle inspections and maintenance
  • Driver qualification records
  • DOT drug and alcohol testing, when applicable
  • USDOT registration and MCS-150 requirements
  • Insurance renewals
  • Annual UCR registration

Assign responsibility for each requirement and keep confirmation records.

For an owner-operator, this may involve a single organized digital folder and recurring calendar reminders.

What if the ELD Provider Is Reinstated?

FMCSA may restore a revoked ELD to the registered list if the provider corrects its deficiencies.

However, carriers should not rely on an anticipated reinstatement.

Verify that the exact device is currently registered before using it as the company’s compliant ELD.

A provider’s customer service message is not a substitute for the official FMCSA list.

Frequently Asked Questions

Does a revoked ELD cancel UCR registration?

No. ELD compliance and UCR registration are separate obligations.

Do I still owe UCR if my truck is temporarily out of service?

Possibly. A temporary interruption does not automatically eliminate UCR applicability or change the applicable vehicle count.

When should I complete 2027 UCR registration?

Before January 1, 2027.

How much is 2027 UCR for a one-truck carrier?

The approved fee for the zero-to-two-vehicle bracket is $55, assuming that bracket applies under UCR rules.

Does buying a new ELD renew my UCR?

No. UCR must be completed through the applicable registration process.

Can I register for UCR directly?

Yes. Covered entities can use the official UCR system at Home – UCR .
