Clearinghouse Identity Verification and UCR Registration: What Owner-Operators and Carriers Should Know

Motor carriers and owner-operators manage several federal and interstate compliance requirements.

Two of these are the FMCSA Drug and Alcohol Clearinghouse and Unified Carrier Registration.

The Clearinghouse helps employers determine whether covered CDL drivers are prohibited from performing safety-sensitive work because of unresolved drug or alcohol program violations.

UCR is an annual registration and fee program for specified interstate transportation businesses.

The two systems serve different purposes, but both may be important to a trucking company’s ability to operate legally.

What Changed With Clearinghouse Identity Verification?

FMCSA introduced additional identity verification on April 27, 2026, for new Clearinghouse users registering in specified roles.

These include employers without FMCSA Portal accounts, C/TPAs, medical review officers, substance abuse professionals, and invited assistants.

Affected users complete identity verification using a government-issued ID and selfie through FMCSA’s designated application.

This is a Clearinghouse account security requirement.

It does not replace annual UCR registration.

What Is the Drug and Alcohol Clearinghouse?

The Clearinghouse is a federal database containing information about specified drug and alcohol program violations involving CDL and CLP holders.

Covered employers use it for pre-employment and annual queries.

The database also supports violation reporting and return-to-duty tracking.

A driver with prohibited status cannot perform applicable safety-sensitive functions until the required return-to-duty conditions are met.

What Is UCR?

Unified Carrier Registration is an annual program for specified interstate transportation entities.

Covered businesses may include for-hire motor carriers, motor private carriers of property, freight brokers, freight forwarders, and leasing companies.

UCR registration does not establish driver eligibility under the Clearinghouse.

A Clearinghouse account does not complete annual UCR payment.

Why Should Owner-Operators Understand Both?

An owner-operator may be both the motor carrier and the driver.

If the owner-operator is subject to FMCSA’s CDL drug and alcohol testing requirements, they generally must comply with the applicable Clearinghouse rules.

FMCSA requires owner-operators who employ themselves as covered CDL drivers to designate a C/TPA in the Clearinghouse.

The business may also need annual UCR registration if it conducts covered interstate transportation.

Neither requirement substitutes for the other.

Do Non-CDL Drivers Need Clearinghouse Queries?

FMCSA’s Clearinghouse query requirements apply to drivers subject to the relevant CDL licensing and Part 382 testing rules.

Not every non-CDL commercial driver is subject to Clearinghouse queries.

Other driver qualification and investigation requirements may still apply.

The carrier should evaluate its drivers’ actual duties and licensing requirements.

What Is Clearinghouse II?

Clearinghouse II took effect November 18, 2024.

State driver licensing agencies must remove commercial driving privileges when a driver’s Clearinghouse status is prohibited.

A current UCR registration does not override that prohibition.

A carrier should confirm driver eligibility independently from company registration.

Can a Driver Return to Work After a Violation?

A driver with prohibited status must complete the applicable return-to-duty process.

That includes evaluation by a qualified substance abuse professional and required testing steps.

Follow-up testing obligations may continue after the driver returns to safety-sensitive work.

Paying UCR does not change the driver’s Clearinghouse status.

When Is 2027 UCR Registration Due?

The UCR Plan opened registration for 2027 on October 1, 2026.

Covered businesses must register and pay before January 1, 2027.

The obligation applies separately from Clearinghouse enrollment, driver testing, and company USDOT registration.

A business should verify the correct registration year and payment status.

What Are the Approved 2027 UCR Fees?

The approved 2027 fees for motor carriers and applicable freight forwarders are:

Vehicle bracket2027 fee
0–2 vehicles$55
3–5 vehicles$167
6–20 vehicles$333
21–100 vehicles$1,163
101–1,000 vehicles$5,548
1,001 or more vehicles$54,165

Covered brokers and leasing companies pay a flat fee of $55.

These are official UCR fees, separate from optional private service charges.

Does a Broker Need Both Programs?

A covered freight broker generally must register for UCR even without owning trucks.

However, a broker that does not employ covered CDL drivers generally does not have employer Clearinghouse query obligations solely because it holds broker authority.

A company that operates both a brokerage and a motor carrier business should evaluate each operation separately.

Do Private Fleets Need Both?

A covered interstate private motor carrier of property may be subject to UCR.

If it employs CDL drivers subject to Part 382, it may also have Clearinghouse responsibilities.

Transporting only the company’s own goods does not automatically eliminate either obligation.

Does a UCR Payment Confirm Clearinghouse Compliance?

No.

UCR registration confirms completion of a separate annual requirement.

It does not show whether driver queries were performed, a C/TPA was designated, or a prohibited driver completed return-to-duty requirements.

The business should maintain separate compliance records.

Does Clearinghouse Registration Update the USDOT Record?

No.

USDOT registration and MCS-150 information are maintained through FMCSA’s applicable registration processes.

Clearinghouse registration manages user access and drug and alcohol compliance functions.

UCR is completed through its own annual registration system.

Each program requires the appropriate action.

How Can Carriers Protect Their Accounts?

Use official websites and protect individual The public’s one account for government. | Login.gov credentials.

Verify which users and service providers are authorized to act for the business.

Do not share one-time authentication codes with unsolicited callers.

Review unexpected account notices before submitting sensitive information.

For UCR, confirm payment through the official registration system rather than relying solely on a private invoice.

A Combined 2027 Compliance Review

A covered motor carrier should:

  1. Confirm its USDOT registration and legal business information.
  2. Review Clearinghouse account access.
  3. Verify applicable employer and C/TPA designations.
  4. Confirm required pre-employment and annual queries.
  5. Address any prohibited driver status before safety-sensitive work.
  6. Determine its 2027 UCR registration category.
  7. Verify the correct vehicle bracket.
  8. Complete UCR registration before January 1, 2027.
  9. Retain separate confirmations and compliance records.

This review helps coordinate multiple obligations without treating them as one filing.
