CDL School Crackdowns and 2027 UCR: What Trucking Fleets Should Know

FMCSA’s increased oversight of commercial driver training schools is creating new considerations for trucking companies, owner-operators, and private fleets.

Federal investigations have resulted in training provider removals, proposed-removal notices, and closer examination of CDL testing and licensing practices.

For carriers, these developments can affect hiring, driver availability, and qualification reviews.

They do not, however, automatically change annual Unified Carrier Registration obligations.

As the 2027 UCR registration season continues, transportation businesses should address driver qualification and company registration as separate responsibilities.

Why Is FMCSA Investigating CDL Schools?

FMCSA requires registered Entry-Level Driver Training providers to meet applicable standards for curricula, instructors, facilities, training vehicles, assessments, and recordkeeping.

The agency has identified providers suspected of failing to satisfy these requirements.

Some investigations involve allegations of falsified training certifications.

These actions are intended to improve the integrity of the CDL training and licensing process.

What Happened During 2026?

On August 31, 2026, FMCSA announced emergency removal actions involving more than 110 ELDT providers and proposed-removal notices involving more than 160 others.

The announcement followed investigations across approximately 40 states.

FMCSA also expanded attention to third-party CDL skills testers and state licensing oversight.

The agency’s enforcement efforts began before 2027.

How Does This Affect Trucking Capacity?

If a driver cannot complete required training, obtain a CDL, or maintain valid commercial driving privileges, the carrier may face a staffing disruption.

A small fleet may have limited replacement-driver options.

A large carrier may need to adjust recruiting and training procedures.

However, a school investigation does not automatically disqualify every driver who attended that school.

Actual licensing and training circumstances must be reviewed.

What Is the Training Provider Registry?

The TPR is FMCSA’s system for registered providers of federally required ELDT.

It also maintains training completion information.

A provider must meet applicable federal and state requirements.

Registry listing is based substantially on provider certification and does not guarantee that every training location has been independently audited.

Who Needs Entry-Level Driver Training?

ELDT generally applies to drivers seeking a Class A or Class B CDL for the first time, upgrading from Class B to Class A, or obtaining a passenger, school bus, or hazardous materials endorsement for the first time.

Applicable exceptions may apply.

An experienced driver changing employers does not automatically need to repeat ELDT.

Carriers should evaluate each applicant’s actual licensing history.

What If a Driver’s School Is Removed?

Review when the training occurred and when the provider was removed.

Training conducted after the effective removal date is generally invalid for federal ELDT purposes.

Earlier training is not automatically invalidated.

If a state licensing agency takes action affecting a driver’s CDL, the carrier must respond to the actual licensing status.

What About English-Language Proficiency?

FMCSA has used roadside English-language proficiency data as part of its review of training providers.

The underlying English-language qualification requirement is separate from UCR.

A roadside violation may lead investigators to examine a school.

It does not automatically prove the school committed fraud.

What Is Unified Carrier Registration?

UCR is an annual registration and fee program for qualifying interstate transportation businesses.

Covered entities generally include interstate motor carriers, motor private carriers of property, brokers, freight forwarders, and leasing companies.

UCR concerns the transportation business.

It does not certify CDL schools or determine individual driver eligibility.

Does a CDL School Removal Cancel UCR?

No.

A training provider’s removal does not automatically cancel a carrier’s UCR registration.

A driver losing commercial driving privileges also does not automatically cancel the company’s UCR registration.

If the business remains covered by UCR, its annual obligation continues.

When Is 2027 UCR Due?

The 2027 UCR registration season opened October 1, 2026.

Covered entities must register and pay before January 1, 2027.

A completed 2026 registration does not satisfy the 2027 obligation.

Carriers should confirm the registration year when submitting payment.

What Are the Official 2027 UCR Fees?

The UCR Plan has approved the following fees for the 2027 registration year:

Qualifying vehiclesOfficial 2027 fee
0–2$55
3–5$167
6–20$333
21–100$1,163
101–1,000$5,548
1,001 or more$54,165

Covered brokers and leasing companies pay $55.

These are official registration fees. Optional private assistance may involve a separate service charge.

Does the Number of CDL Drivers Affect UCR Fees?

Not directly.

For covered carriers, UCR fee brackets generally depend on the applicable qualifying commercial motor vehicle count.

A company does not automatically move to a lower bracket because several drivers become unavailable.

Likewise, hiring more drivers without adding qualifying vehicles does not automatically increase the UCR fee.

What If Trucks Are Parked During a Driver Shortage?

Temporarily parking equipment does not automatically remove it from the applicable UCR vehicle count.

The UCR Plan’s counting rules determine the proper bracket.

A carrier should not reduce its reported fleet count solely because it lacks an available driver for a particular truck.

What If a Carrier Expands Its Fleet?

Adding qualifying commercial motor vehicles may affect the applicable UCR bracket.

The company should review its vehicle count and any reportable changes to USDOT information.

The source of a driver’s training is not a separate UCR fee factor.

Fleet growth and driver qualification should be managed through their respective processes.

How Does MCS-150 Information Relate to UCR?

The MCS-150 maintains company information, including reported power units.

The UCR Plan’s October 2026 guidance explains that certain enrolled automatic renewals use the power-unit count from the most current MCS-150.

Accurate company records can therefore matter during renewal.

An MCS-150 update does not itself complete UCR payment.

Does Motus Replace UCR?

No.

FMCSA’s Motus system supports applicable USDOT registration and company-account transactions.

UCR registration is completed through a separate annual program.

Neither system determines whether a driver has completed ELDT.

What Should Owner-Operators Know?

An owner-operator must maintain the required commercial driving privileges and applicable safety qualifications.

A CDL school investigation may matter if it affects the driver’s actual training or licensing status.

The owner-operator must separately maintain required company registrations.

For 2027, a covered carrier in the zero-to-two-vehicle UCR bracket owes $55.

Do Private Fleets Need UCR?

Qualifying interstate motor private carriers of property generally must register.

Manufacturers, distributors, construction companies, and other businesses may operate covered vehicles even when transportation is not their primary business.

They should review applicable driver qualification requirements and annual UCR obligations separately.

Do Freight Brokers Need UCR?

Covered freight brokers generally must register annually even when they own no trucks.

The official 2027 broker fee is $55.

Brokers may also want to confirm that their motor carrier partners maintain appropriate operating authority and safety procedures.

A carrier’s training-school issue does not automatically change the broker’s UCR fee.

How Can Carriers Reduce Hiring Disruptions?

Verify the driver’s current CDL status.

Determine whether ELDT applied to the relevant credential.

Review available TPR information where appropriate.

Maintain required driver qualification records.

Monitor licensing expirations and changes.

Avoid automatically disqualifying drivers based solely on the school they attended without examining official records.

What Should Schools Do Before 2027?

Review instructor qualifications, facilities, training vehicles, curricula, assessments, and recordkeeping.

Confirm that TPR information is accurate.

Respond promptly to FMCSA notices.

Preserve records needed to demonstrate actual training completion.

Training-school compliance is separate from a motor carrier’s UCR registration obligations.

What Happens If UCR Is Late?

The UCR Plan states that registration fees remain due after the deadline and that nonregistrants may face state enforcement.

Consequences depend on the applicable jurisdiction.

Late UCR registration and a driver training deficiency are separate compliance issues.

Both require the appropriate corrective process.

Keep Driver Qualification and Annual Registration on Track

The CDL school enforcement actions reinforce the importance of hiring qualified drivers and reviewing actual licensing records.
