Freedom Haulers and 2027 UCR: What Veteran Drivers and Growing Trucking Fleets Should Know

The federal Freedom Haulers initiative is helping connect veterans and transitioning service members with civilian trucking careers.

Some qualifying military drivers may be able to reduce duplicative CDL testing.

Others may use approved training and veterans’ education benefits to enter the industry.

For owner-operators and motor carriers, however, driver licensing is only one part of operating a trucking business.

Unified Carrier Registration remains a separate annual requirement for qualifying transportation businesses.

Understanding the difference matters as the 2027 UCR registration season continues.

What Is Freedom Haulers?

Freedom Haulers is a federal initiative introduced in July 2026 to encourage veterans to pursue commercial trucking careers.

It promotes existing FMCSA military CDL waiver programs, state participation in Even Exchange, veterans’ education benefits, workforce training, and employment opportunities.

The initiative may help qualifying veterans enter the industry.

It does not establish a separate UCR registration category or exempt veteran-owned trucking businesses from applicable annual fees.

How Can Military Experience Help With a CDL?

The Military Skills Test Waiver allows qualified military drivers to obtain a CDL without taking the standard driving skills test.

The Even Exchange Program may also waive the CDL knowledge test for certain military occupational specialties in participating states.

Applicants must satisfy the relevant eligibility and documentation requirements.

The state driver licensing agency makes the licensing determination.

What Is the Current Military Waiver Period?

FMCSA issued a temporary waiver effective July 30 through October 29, 2026, extending the relevant qualifying military-employment window from one year to two years.

This applies to eligible military licensing waiver applicants.

The extension is scheduled to expire October 29, 2026, unless FMCSA takes further action.

Veterans should confirm the current rules with FMCSA and their state licensing agency.

Is Even Exchange Available in Every State?

No.

FMCSA’s October 15, 2026 update lists 29 states participating in Even Exchange and 11 more committed to implementation.

The broader Military Skills Test Waiver is available nationwide.

Even Exchange has additional occupational and state-specific conditions.

Neither program automatically establishes eligibility for UCR or creates a trucking business registration.

What Is Unified Carrier Registration?

Unified Carrier Registration, or UCR, is an annual registration and fee program for qualifying interstate transportation businesses.

Covered entities generally include motor carriers, motor private carriers of property, brokers, freight forwarders, and leasing companies.

For covered carriers, the fee depends on qualifying commercial motor vehicles under the applicable counting rules.

The owner’s military service history does not determine the fee.

Do Veteran Owner-Operators Need UCR?

Many do.

A veteran who starts an interstate trucking business with one qualifying commercial motor vehicle may be subject to UCR.

Owning only one truck is not a general exemption.

A veteran-owned business is evaluated under the same applicable UCR coverage rules as other transportation businesses.

When Did 2027 UCR Registration Open?

The official 2027 UCR registration season opened October 1, 2026.

Covered businesses can register directly through the National Registration System at UCR .

Registration must be completed for the correct year.

A 2026 filing does not automatically cover 2027.

What Is the 2027 UCR Deadline?

Covered businesses must register and pay before January 1, 2027.

The practical deadline is December 31, 2026.

Businesses should allow time to review their entity classification, qualifying vehicle count, and payment status.

What Are the Approved 2027 UCR Fees?

The official 2027 fee schedule is:

Qualifying commercial motor vehicles2027 fee
0–2$55
3–5$167
6–20$333
21–100$1,163
101–1,000$5,548
1,001 or more$54,165

Covered brokers and leasing companies pay $55.

These are government-program registration fees. Optional private assistance may involve additional charges.

Does Hiring More Veteran Drivers Increase UCR Fees?

Not automatically.

For covered motor carriers, the UCR fee bracket generally depends on qualifying commercial motor vehicles rather than the number of drivers employed.

A carrier might hire several additional drivers without changing the relevant vehicle count.

A fleet expansion involving additional qualifying trucks may affect the bracket.

The correct calculation depends on the applicable UCR rules.

What If a Veteran Starts With One Truck?

A covered interstate carrier operating one qualifying truck generally falls in the zero-to-two-vehicle bracket.

The 2027 fee for that bracket is $55.

The business may also need a USDOT number, appropriate operating authority, insurance, and other registrations depending on its operations.

UCR payment does not replace those requirements.

What If a Veteran Starts a Freight Brokerage?

Covered freight brokers generally must register for UCR even if they own no trucks.

The official 2027 fee for covered brokers is $55.

Broker registration is separate from motor carrier safety requirements and driver licensing.

A military CDL waiver is not relevant to whether a freight brokerage must register for UCR.

What About Veteran-Owned Private Fleets?

A veteran-owned company that transports its own property in qualifying interstate operations may be a motor private carrier subject to UCR.

Examples can include construction, equipment, retail, or distribution businesses.

The business should review its actual transportation activities and qualifying vehicle count.

Ownership by a veteran does not automatically create an exemption.

How Are UCR Vehicle Counts Determined?

The UCR Plan provides specific counting methods for qualifying commercial motor vehicles.

The count is not necessarily the number of trucks being driven on the registration date.

Temporarily parked vehicles do not automatically disappear from the calculation.

Certain qualifying exclusively intrastate vehicles may be excluded under an available method when the applicable conditions are met.

Accurate fleet records are important.

How Does MCS-150 Relate to UCR?

MCS-150 maintains company information associated with the USDOT number.

UCR is a separate annual registration and payment.

For enrolled 2027 automatic renewals, the UCR Plan states that Option A uses the power-unit count from the most current MCS-150.

A company should verify accurate power-unit information and confirm successful renewal.

An MCS-150 update does not itself pay UCR.

Does the Military CDL Waiver Change MCS-150 Requirements?

No.

A military CDL waiver concerns an individual’s licensing process.

It does not alter the carrier’s USDOT registration obligations.

If the company grows, it should review whether reportable driver, power-unit, or operating information has changed.

Those changes should be handled through the appropriate FMCSA process.

Can GI Bill Benefits Pay UCR Fees?

GI Bill benefits may support eligible approved education or training programs.

They should not be assumed to cover business registration fees such as UCR.

The VA’s May 2026 announcement concerns streamlined approval of certain CDL training programs, not a general waiver of transportation-business fees.

Veterans should verify the precise expenses covered by their benefits.

What If a Veteran-Owned Business Missed UCR?

A business should determine which registration years it was covered.

Completing 2027 registration does not automatically settle unpaid 2026 or earlier fees.

The UCR Plan states that fees remain due after the deadline and that state enforcement may apply.

The correct action is to review the company’s filing history and address each applicable year.

How Can a Veteran-Owned Carrier Check UCR Status?

Visit UCR .

Locate the correct business.

Select the applicable registration year.

Review the recorded status.

Save the official confirmation.

A private service receipt alone may not establish that the registration was completed.

What Should a Growing Fleet Review Before 2027?

Review the qualifying commercial motor vehicle count.

Check whether the company has added trucks or changed its operating structure.

Confirm the correct UCR fee bracket.

Review MCS-150 information separately.

Verify that 2027 UCR payment has been completed.

Keep records of the calculation and registration confirmation.

Covered businesses must register and pay before January 1, 2027.

Veteran Recruitment and Business Registration Are Separate Responsibilities

Freedom Haulers may help more veterans pursue trucking careers and may help carriers recruit experienced candidates.

But military CDL benefits do not replace the annual registrations required to operate a covered transportation business.
