Closing Your DOT Number? What Happens to Your UCR Registration?

If your trucking company has stopped operating, you may be preparing to close your USDOT number with FMCSA.

But what happens to your Unified Carrier Registration?

Many owner-operators and motor carriers assume that selling their trucks, closing their business, or deactivating a USDOT number automatically ends their UCR responsibilities.

That assumption can create problems when a business has unpaid registration years or an upcoming renewal.

USDOT registration and UCR registration are separate requirements. Closing one does not automatically settle every obligation associated with the other.

Before deciding whether to renew UCR, a business should review its operating status, registration history, and the dates it stopped qualifying activities.

Does Closing a DOT Number Automatically Cancel UCR?

No.

A USDOT number is maintained through FMCSA’s federal registration system. UCR is a separate annual registration program for covered interstate transportation businesses.

Companies subject to UCR generally include motor carriers, private motor carriers, brokers, freight forwarders, and leasing companies.

When a company closes, it should determine whether it still qualifies as a registrant and whether any obligations remain for years in which it operated.

For example, an owner-operator who stopped hauling freight during 2026 may need to review the 2026 UCR registration even if the USDOT number is later inactivated.

The business should not assume that a later closure automatically eliminates an earlier obligation.

Do You Still Need UCR If You Are Out of Business?

The answer depends on the facts.

A business that permanently ceased all activities subject to UCR before the applicable registration year may no longer have a registration obligation for that year.

However, a company that conducted qualifying activities during a registration year may still need to address that year’s requirements.

Consider these situations:

Business situationUCR consideration
Permanently closed before 2027 and no longer subject to UCRReview whether 2027 registration is unnecessary
Operated during 2026 but later closedCheck whether 2026 registration remains due
Temporarily parked trucks but retained qualifying operationsEvaluate continuing UCR applicability
Stopped trucking but continued as a brokerUCR may still apply
USDOT number inactive but prior UCR years unpaidReview outstanding obligations

A company’s USDOT status is important, but it is not the only factor determining UCR applicability.

How to Close Your USDOT Number

A business that no longer requires its USDOT registration generally must notify FMCSA.

The principal federal form is MCS-150, with Out of Business Notification selected as the reason for filing.

FMCSA’s published instructions also require a copy of the driver’s license of the individual signing the certification statement.

If the company has active operating authority that must be revoked, Form OCE-46 may also be required. This form must be notarized or signed before an FMCSA staff member.

These federal registration filings should be completed separately from the company’s UCR review.

A company should keep its closure confirmation and verify that FMCSA has processed the request.

What If Your USDOT Number Is Already Inactive?

An inactive USDOT number does not necessarily mean the company completed all prior UCR registrations.

The number may have become inactive because of an earlier out-of-business filing, missed registration updates, or another FMCSA action.

FMCSA temporarily suspended biennial-update enforcement and related USDOT-number inactivation for certain registrants during its 2026 Motus transition.

That temporary policy does not waive UCR registration or automatically classify a business as closed.

If the USDOT number is inactive, review why the status changed and whether the business continued activities subject to UCR.

What Happens to 2027 UCR Renewal When a Business Closes?

The UCR Plan opened 2027 registration on October 1, 2026. Covered businesses continuing qualifying operations into 2027 should complete registration and payment before January 1, 2027.

The 2027 UCR fees have been approved and are higher than the fees for 2026.

However, a business that has permanently stopped qualifying activities should not automatically purchase another year’s registration merely because it registered in previous years.

Instead, review the closure date and whether the business remains subject to UCR.

If the company is still active in another covered transportation category, such as brokerage, the obligation may continue even without trucks.

Can a Broker Still Owe UCR After Selling Its Trucks?

Yes.

A business may stop operating commercial motor vehicles while continuing to provide regulated brokerage services.

Brokers subject to UCR generally must register even though they do not operate power units.

For 2027, the lowest UCR registration fee is $55.

A carrier that sells its trucks but maintains active broker operations should evaluate UCR based on its remaining business activities rather than assuming the absence of vehicles creates an exemption.

The same general principle applies to other covered business categories.

What If You Plan to Restart Your Trucking Business?

A temporary interruption and a permanent closure are not necessarily the same.

An owner-operator may park a truck for several months, while a carrier may suspend operations and later return with the same business entity.

Before requesting USDOT inactivation or revoking operating authority, consider whether the business intends to resume operations and which federal registrations it will need.

When restarting, the business may need to reactivate its USDOT number, reinstate operating authority, restore insurance filings, and complete the applicable UCR registration.

These actions are separate and should be coordinated before resuming regulated operations.

Can You Get a Refund for UCR After Closing?

A company should not assume that closing its USDOT number automatically creates a UCR refund.

Refund eligibility depends on the applicable UCR rules and the circumstances of the payment.

For example, an accidental duplicate payment is different from a company that properly registered and later decided to stop operating.

Businesses seeking a refund or correction should contact the official UCR registration system or their applicable UCR administrator for guidance.
