Starting a Trucking Company in 2026? Plan for 2027 UCR Registration

Starting a trucking business means completing several registrations before operations begin.

A new owner-operator may need a USDOT number, operating authority, insurance, state vehicle credentials, and an annual Unified Carrier Registration filing.

These requirements are separate.

UCR is especially important for new interstate carriers because it applies annually and is not automatically completed when the business obtains a USDOT number.

With 2027 registration now open, new carriers should determine whether the program applies and include it in their startup checklist.

Step 1: Determine Whether Your Trucking Business Needs UCR

Unified Carrier Registration applies to specified transportation businesses participating in interstate commerce.

Covered entities may include:

  • Interstate motor carriers
  • Motor private carriers of property
  • Freight brokers
  • Freight forwarders
  • Leasing companies

A one-truck business can be subject to UCR.

However, simply possessing a CDL or a USDOT number does not automatically establish applicability.

The company should evaluate its actual operations and the program’s definitions.

Step 2: Understand Interstate and Intrastate Operations

Interstate transportation includes qualifying movements between states and other transportation considered interstate commerce under applicable rules.

A carrier should not rely only on whether an individual trip crosses a state line.

Transportation conducted entirely within one state can sometimes form part of an interstate movement.

A business operating solely in intrastate commerce may have different UCR obligations.

Review the complete transportation arrangement before deciding that the business is exempt.

Step 3: Obtain the Necessary USDOT Registration

Many interstate motor carriers must obtain a USDOT number through FMCSA.

FMCSA launched Motus, its modernized registration system, on May 19, 2026.

The system supports new USDOT applications, company updates, and operating authority actions.

A USDOT number does not itself complete UCR registration.

Both records should be managed independently.

Step 4: Determine Whether Operating Authority Is Required

Certain for-hire interstate motor carriers need federal operating authority.

Brokers and freight forwarders may need their own authority classifications.

Insurance filings and BOC-3 process agent designations may also apply.

UCR registration does not grant operating authority or satisfy those requirements.

A business should verify the necessary credentials before beginning regulated operations.

Step 5: Know the 2027 UCR Deadline

The UCR Plan opened registration for the 2027 registration year on October 1, 2026.

Covered entities should register and pay before January 1, 2027.

Registration is annual.

A completed 2026 filing does not automatically establish that the 2027 obligation has been satisfied.

New businesses should confirm the correct registration year.

Step 6: Review the Approved 2027 UCR Fees

The approved 2027 fee schedule for motor carriers and applicable freight forwarders is:

Vehicle bracket2027 fee
0–2 vehicles$55
3–5 vehicles$167
6–20 vehicles$333
21–100 vehicles$1,163
101–1,000 vehicles$5,548
1,001 or more vehicles$54,165

Covered brokers and leasing companies pay a flat fee of $55 for 2027.

These are official UCR fees.

Optional private filing assistance charges are separate.

Step 7: Choose the Correct Vehicle Bracket

Motor carrier fees depend on the applicable UCR vehicle-counting rules.

A new carrier should verify its relevant vehicle information before selecting a bracket.

The count is not necessarily the same as the number of trucks currently dispatched or available for work.

A temporary equipment problem does not automatically reduce the fee bracket.

Review official UCR instructions when determining the correct count.

Step 8: Understand UCR for One-Truck Owner-Operators

A qualifying interstate owner-operator in the zero-to-two-vehicle bracket pays $55 for 2027.

However, the business must first determine whether UCR applies.

Operating under another carrier’s authority can involve different registration relationships and responsibilities.

Owner-operators should identify which legal entity is the covered registrant rather than assuming every driver pays a separate fee.

Step 9: Understand UCR for Brokers

A freight broker can be subject to UCR even without owning trucks.

Covered brokers generally pay the flat annual fee.

For 2027, that amount is $55.

Broker authority, financial security, and UCR are distinct requirements.

An active brokerage authority record does not automatically mean annual UCR registration is complete.

Step 10: Keep MCS-150 Information Accurate

The MCS-150 is associated with company information in FMCSA’s USDOT registration system.

It is separate from UCR.

The UCR Plan’s October 2026 guidance states that certain automatic renewals use the power-unit count from the registrant’s most current MCS-150 record.

That makes accurate fleet information important.

However, updating an MCS-150 does not itself renew UCR.

Step 11: Do Not Confuse Motus Relief With UCR Relief

FMCSA temporarily suspended enforcement of certain biennial USDOT updates and related USDOT-number inactivation for updates due on or after June 1, 2026.

The relief was announced during the Motus transition.

It does not extend the 2027 UCR deadline.

New carriers should track USDOT registration responsibilities and UCR registration separately.

Step 12: Review Other Startup Compliance Requirements

UCR is only one part of launching a trucking company.

Depending on the operation, a new carrier may also need:

  • State commercial vehicle registration
  • IRP apportioned registration
  • IFTA fuel-tax credentials
  • Driver Qualification Files
  • DOT drug and alcohol testing
  • Clearinghouse registration and queries
  • Hours-of-service and ELD procedures
  • Vehicle inspection and maintenance
  • Applicable insurance
  • New entrant safety audit preparation

New interstate motor carriers generally enter an 18-month FMCSA New Entrant Safety Assurance monitoring period.

UCR registration does not replace any of these separate obligations.

Step 13: Register Through the Official UCR System

Covered businesses can register directly through the official UCR Plan at Home – UCR .

Verify the correct entity, registration year, vehicle bracket, and fee.

Retain confirmation after payment.

A private service may provide optional filing assistance, but the carrier should understand which charges are official and which are private.

A Simple UCR Startup Calendar

Before operating: Determine UCR applicability and complete any required registration for the current year.

October through December: Review the following year’s approved fees and complete the annual renewal.

Before January 1: Verify that registration and payment are complete for the upcoming year.

During the year: Maintain accurate company information and monitor changes affecting future registration.
