Missed an MCS-150 Filing? What It Means for Your 2027 UCR Registration

An overdue MCS-150 update can raise questions about a motor carrier’s USDOT record.

It can also create confusion during annual Unified Carrier Registration.

Both systems use company information, but they serve different purposes.

The MCS-150 maintains FMCSA registration data.

UCR is an annual registration and fee program for qualifying transportation businesses.

A missed MCS-150 filing does not automatically cancel UCR obligations, and completing UCR does not resolve an overdue FMCSA filing.

Understanding the difference is especially important during the 2027 registration season.

What Is the MCS-150?

The MCS-150 is FMCSA’s Motor Carrier Identification Report.

It maintains information about a registered transportation business, including its name, addresses, operating classification, power units, drivers, and mileage.

FMCSA generally requires an update every two years according to the USDOT number.

Reportable company changes must also be updated.

What Happens When the MCS-150 Is Overdue?

Under FMCSA’s normal rules, failing to complete the required biennial update can result in USDOT-number inactivation and potential civil penalties.

However, on September 10, 2026, FMCSA temporarily suspended enforcement and associated USDOT-number inactivation for biennial deadlines due on or after June 1, 2026.

The underlying filing requirement remains.

The suspension does not eliminate UCR obligations.

Does a Missed MCS-150 Cancel UCR?

No.

UCR is a separate annual registration program.

A business subject to UCR must review its obligations for each registration year.

A late MCS-150 filing does not automatically remove a company from the UCR program.

Similarly, paying UCR does not correct an overdue MCS-150.

What Is UCR Registration?

Unified Carrier Registration is an annual registration and fee program for qualifying interstate and international transportation businesses.

Covered entities generally include motor carriers, motor private carriers of property, freight brokers, freight forwarders, and leasing companies.

For covered motor carriers, the fee depends on qualifying commercial motor vehicles under the applicable counting rules.

Brokers and leasing companies generally pay the lowest fee bracket.

When Did 2027 UCR Registration Open?

The 2027 UCR registration season opened October 1, 2026.

Covered businesses may register through the official National Registration System at UCR .

A 2026 registration does not automatically cover 2027.

When Is 2027 UCR Due?

Covered businesses must register and pay before January 1, 2027.

The practical deadline is December 31, 2026.

The temporary MCS-150 enforcement suspension does not extend that date.

What Are the Approved 2027 UCR Fees?

The official 2027 UCR fee schedule is:

Qualifying commercial motor vehicles2027 fee
0–2$55
3–5$167
6–20$333
21–100$1,163
101–1,000$5,548
1,001 or more$54,165

Covered brokers and leasing companies pay $55.

Official UCR fees are separate from optional private filing-service charges.

Why Does MCS-150 Information Matter for UCR?

The MCS-150 contains reported power-unit information.

That information can affect the calculation used for annual UCR registration.

Carriers should review the reported count for accuracy.

However, the UCR Plan also provides a permitted alternative counting method in applicable circumstances.

The correct UCR fee depends on the applicable definitions and method, not simply the number of trucks currently parked in the yard.

What Is UCR Option A?

Option A generally uses the power-unit count from the most current MCS-150.

That makes accurate FMCSA registration information important.

A carrier should not intentionally enter incorrect fleet information to reduce its UCR fee.

What Is UCR Option B?

Option B uses qualifying commercial motor vehicles owned or operated during the applicable 12-month period ending June 30 before the registration year.

For 2027 registration, that period ends June 30, 2026.

The carrier should follow the applicable counting instructions and retain supporting records.

A legitimate Option B calculation may differ from the MCS-150 power-unit count.

What Changed for 2027 Automatic Renewals?

The UCR Plan’s October 8, 2026 guidance confirms that enrolled automatic renewals for 2027 use Option A and the power-unit count on the most current MCS-150.

Payment is processed using the card authorized through the National Registration System.

Carriers should review their company information and verify that the renewal actually completes.

An automatic-renewal notification is not proof of successful registration.

What If the MCS-150 Fleet Count Is Outdated?

Review the actual company records.

Check vehicle additions, sales, leases, and other relevant changes.

Determine whether the MCS-150 requires correction under FMCSA’s reporting rules.

Then review the UCR calculation separately.

Do not assume that an MCS-150 correction automatically changes a previously completed UCR payment.

Does FMCSA’s Temporary Suspension Allow Inaccurate Fleet Counts?

No.

FMCSA generally requires reportable registration changes to be updated within 30 days.

The temporary enforcement suspension concerns specified biennial deadlines and associated inactivation.

It is not permission to report inaccurate power units or other company information.

What If the USDOT Number Is Already Inactive?

Determine why the number is inactive.

An inactive status may involve an older missed filing, a voluntary closure, or another regulatory action.

The company may need to follow FMCSA’s reactivation procedure.

UCR payment does not itself reactivate a USDOT number or restore operating authority.

Does UCR Payment Make a Carrier Legal to Operate?

Not by itself.

UCR is one requirement among several that may apply.

A motor carrier may also need an active USDOT registration, applicable operating authority, required insurance, and compliance with safety rules.

Completing UCR does not replace those obligations.

Do Owner-Operators Still Need UCR?

Many qualifying interstate owner-operators do.

A covered owner-operator with one qualifying commercial motor vehicle generally falls in the lowest fee bracket.

The approved 2027 fee for that bracket is $55.

An overdue MCS-150 does not automatically exempt the owner-operator from UCR.

Do Freight Brokers Need UCR?

Covered brokers generally must register annually, even when they own no trucks.

The approved 2027 broker fee is $55.

A broker’s UCR obligation is separate from whether it operates a fleet.

What If the Company Stopped Operating?

A company that genuinely ceased covered operations should review its registration status and UCR eligibility for each year.

It may also need to submit an appropriate FMCSA out-of-business notification.

Simply allowing the MCS-150 deadline to pass is not the proper closure procedure.

Outstanding UCR obligations from earlier years do not automatically disappear.

What If UCR Was Not Paid in an Earlier Year?

Review the years in which the business was subject to UCR.

The UCR Plan states that fees remain due after the deadline and that state enforcement may apply.

Completing 2027 registration does not automatically settle an unpaid earlier year.

How Can You Check UCR Status?

Visit UCR .

Locate the correct business.

Select the applicable registration year.

Review the official status.

Save the confirmation and payment records.

Repeat the review for earlier years if necessary.

How Can You Avoid Registration Problems?

Keep the MCS-150 company information accurate.

Track the normal biennial filing schedule.

Review power-unit changes throughout the year.

Understand the permitted UCR counting methods.

Verify the annual UCR fee bracket.

Confirm that automatic renewal payments succeed.

Retain both FMCSA and UCR confirmations.

No.

What is the 2027 UCR deadline?

Covered businesses must register and pay before January 1, 2027.

Yes. Covered businesses can register through UCR .

Keep Your USDOT and UCR Records in Order

An overdue MCS-150 filing and an unpaid UCR registration are different compliance issues.
