MC Number Phase-Out and 2027 UCR Registration: What Carriers and Brokers Need to Know

FMCSA’s transition to Motus has changed how transportation businesses manage federal registration information.

The modernization has also raised questions about whether MC numbers are disappearing and what that means for Unified Carrier Registration.

These programs are connected through the transportation businesses they regulate, but they serve different purposes.

An MC number has historically identified certain operating authority records.

UCR is a separate annual registration and fee program for covered interstate transportation entities.

The proposed phase-out of MC numbers does not eliminate UCR registration requirements.

Are MC Numbers Being Phased Out?

FMCSA has discussed a future transition away from separate MC, FF, and MX docket numbers.

However, the agency confirms that Motus continues to issue docket numbers and that their elimination remains under consideration.

The initial Motus launch did not complete the proposed phase-out.

Businesses should continue using and verifying their current identifiers.

What Changed With Motus?

FMCSA launched Motus on May 19, 2026.

The system modernizes federal registration and account management.

Newly issued USDOT and operating authority docket numbers are randomized, and each newly granted authority receives its own docket number.

Existing numbers remain unchanged.

These changes do not alter the annual UCR registration requirement.

What Is the Difference Between an MC Number and UCR?

An MC number identifies an operating authority docket record.

UCR is an annual registration for specified interstate transportation businesses.

A carrier can have active operating authority but still owe UCR for the applicable year.

A business can also owe UCR without holding for-hire motor carrier authority.

The two requirements should be reviewed separately.

Who Must Register for UCR?

Covered entities generally include interstate motor carriers, motor private carriers of property, freight brokers, freight forwarders, and leasing companies.

Applicability depends on the business’s classification and transportation activities.

A USDOT number alone does not necessarily establish UCR coverage.

Similarly, not having an MC number does not automatically create an exemption.

Do Private Carriers Need UCR?

Qualifying interstate private motor carriers of property generally do.

A company transporting its own goods may need UCR even though it does not provide for-hire transportation services.

Private carriers typically do not need for-hire property carrier authority solely because they move their own cargo.

UCR coverage and operating authority requirements are different questions.

Do Freight Brokers Need UCR?

Covered freight brokers generally must register annually, including brokers that own no trucks.

The approved 2027 UCR fee for covered brokers is $55.

A broker’s authority record may have an MC docket number.

The possible future elimination of that identifier does not remove the broker’s UCR obligation.

When Is 2027 UCR Registration Due?

The UCR Plan opened the 2027 registration season on October 1, 2026.

Covered entities must register and pay before January 1, 2027.

A completed 2026 registration does not satisfy the 2027 requirement.

Businesses should verify the correct registration year and retain payment confirmation.

What Are the 2027 UCR Fees?

The approved 2027 fees for covered motor carriers and applicable freight forwarders are:

Vehicle bracketOfficial 2027 fee
0–2 vehicles$55
3–5 vehicles$167
6–20 vehicles$333
21–100 vehicles$1,163
101–1,000 vehicles$5,548
1,001 or more vehicles$54,165

Covered brokers and leasing companies pay $55.

Official registration fees are separate from optional private assistance charges.

How Much Does a One-Truck Carrier Pay?

A covered carrier in the zero-to-two-vehicle bracket pays $55 for 2027.

The business should verify its correct UCR vehicle count under the applicable counting rules.

The fee is not always based simply on the number of trucks currently dispatched.

Do USDOT Number Suffixes Affect UCR?

Motus displays suffixes for certain new registrants to identify entity types and registrations.

For example, FMCSA identifies B with broker authority and V with private carrier status.

These suffixes are not vehicle marking requirements, and they do not mean existing MC numbers have been discontinued.

UCR registration still depends on the applicable entity category and program rules.

Will Existing MC Numbers Be Replaced?

FMCSA states that existing USDOT and operating authority docket numbers remain unchanged under the initial Motus implementation.

Businesses should not seek replacement numbers merely because of the proposed phase-out.

They should continue verifying their existing records through the appropriate official FMCSA resources.

Does an Active MC Number Mean UCR Is Paid?

No.

Operating authority and UCR registration are separate.

An active authority record does not establish that the annual UCR fee has been paid.

The business should check its actual UCR registration status for the current year.

Does Paying UCR Activate Operating Authority?

No.

UCR registration does not grant, reinstate, or reactivate federal operating authority.

Certain for-hire interstate carriers must separately satisfy applicable authority, insurance, and BOC-3 requirements.

A UCR payment does not replace those filings.

Does an MCS-150 Update Renew UCR?

No.

The MCS-150 maintains federal company registration information.

UCR requires separate annual registration and payment.

The UCR Plan has confirmed that certain enrolled automatic renewals use the power-unit count from the most current MCS-150 record.

Accurate fleet information may affect the renewal bracket, but updating the MCS-150 does not itself complete payment.

What About the Temporary Biennial Update Suspension?

FMCSA temporarily suspended enforcement of biennial updates and related USDOT-number inactivation for updates due on or after June 1, 2026.

This relief relates to the federal company registration process during the Motus transition.

It does not extend the 2027 UCR deadline.

The underlying MCS-150 requirement remains in place.

What Should Brokers and Carriers Verify Before Renewal?

Review the legal business name, USDOT number, applicable registration category, and reported vehicle information.

Determine whether the company is covered by UCR.

If enrolled in automatic renewal, verify the payment method and actual completed registration.

Confirm that the renewal is for 2027.

Do not assume that an MC-number change or Motus account action completes UCR automatically.

How Do You Register for 2027 UCR?

Use the official UCR website at Home – UCR .

Determine the correct business category and vehicle bracket.

Select the 2027 registration year.

Complete payment and retain the official confirmation.

Businesses may register directly without purchasing third-party assistance.

Common Misunderstandings

A common misconception is that eliminating MC numbers would eliminate operating authority or UCR.

Neither conclusion follows from the proposal.

Another mistake is assuming that Motus automatically renews UCR.

A third is treating an active USDOT number as proof of completed annual UCR registration.

Each requirement must be checked independently.

Frequently Asked Questions

Are MC numbers still valid in 2026?

Yes. FMCSA continues to issue and recognize MC, FF, and MX docket numbers.

Does the MC number phase-out cancel UCR?

No. UCR is a separate annual requirement.

Do freight brokers need UCR without trucks?

Covered brokers generally do.

What is the 2027 broker UCR fee?

$55.

What is the 2027 UCR fee for one truck?

$55 for the zero-to-two-vehicle bracket, assuming it applies.

Does Motus automatically renew UCR?

No. UCR is completed through its own registration system.
