Dalilah’s Law, CDL Eligibility, and 2027 UCR: What Transportation Businesses Should Know

Commercial driver’s license eligibility and annual Unified Carrier Registration are two different parts of transportation compliance.

Dalilah’s Law is proposed federal legislation addressing CDL eligibility and related safety standards.

UCR is an established annual registration and fee program for qualifying interstate transportation businesses.

Both subjects may affect trucking companies, but they involve different requirements, records, and deadlines.

With the 2027 UCR registration season open, carriers and brokers should keep these obligations separate.

What Is Dalilah’s Law?

Dalilah’s Law is a congressional proposal addressing commercial driver’s license eligibility and state licensing oversight.

The legislation is named after Dalilah Coleman, a child seriously injured in a truck crash.

The proposal has prompted discussion of licensing verification, driver qualifications, and English-language proficiency.

It should not be confused with an enacted federal CDL law.

Has Dalilah’s Law Been Enacted?

On March 18, 2026, the House Transportation and Infrastructure Committee approved H.R. 5688, Dalilah’s Law, as amended.

That was a legislative committee action.

It did not, by itself, create new nationwide requirements.

Other introduced proposals include H.R. 7758, H.R. 7793, S. 3917, and S. 4224.

The proposals differ and should be reviewed individually.

What CDL Rules Are Already Effective?

FMCSA’s non-domiciled CDL final rule became effective March 16, 2026.

Under the agency’s March 30 guidance, H-2A, H-2B, and E-2 are qualifying nonimmigrant categories for non-domiciled CDL or commercial learner’s permit issuance, subject to applicable conditions.

State licensing agencies administer the relevant issuance and verification procedures.

The rule should not be described as an enacted provision of Dalilah’s Law.

Do the CDL Changes Affect Every Transportation Business?

Not in the same way.

Motor carriers that employ drivers may need to review individual licensing and qualification issues.

Freight brokers that do not employ commercial drivers generally have different operational responsibilities.

Private fleets must consider applicable driver qualification rules for their own operations.

The correct requirements depend on the business and its activities.

What Is Unified Carrier Registration?

UCR is an annual registration and fee program for specified interstate transportation entities.

It is administered through participating states under the UCR Plan and Agreement.

UCR does not issue commercial driver’s licenses.

It also does not replace operating authority or driver qualification requirements.

Does Dalilah’s Law Change UCR Requirements?

The legislative actions discussed here do not establish a new UCR registration rule.

UCR coverage remains based on the program’s existing eligibility requirements.

A proposed CDL eligibility restriction does not automatically change a company’s UCR vehicle bracket or annual fee.

Who Must Register for UCR?

Covered entities generally include qualifying interstate motor carriers, motor private carriers of property, freight brokers, freight forwarders, and leasing companies.

Coverage depends on the legal entity and its activities.

Not every business with a USDOT number is automatically subject to UCR.

Do Owner-Operators Need UCR?

A covered interstate owner-operator generally must register annually.

A qualifying one-truck operation typically falls within the lowest fleet bracket.

For 2027, the official fee for the zero-to-two-vehicle bracket is $55.

Driver CDL compliance and UCR payment remain separate obligations.

Do Private Fleets Need UCR?

Qualifying interstate motor private carriers of property generally do.

A business transporting its own products may be covered even if it does not provide for-hire trucking services.

The company should determine whether its actual operations meet the UCR criteria.

Do Freight Brokers Need UCR?

Covered freight brokers generally must register annually, even if they own no trucks.

The official 2027 broker fee is $55.

A broker’s UCR registration is separate from its federal operating authority.

CDL eligibility rules for motor carrier drivers do not eliminate the broker’s annual UCR obligation.

When Is 2027 UCR Due?

The 2027 UCR registration period opened October 1, 2026.

Covered businesses must register and pay before January 1, 2027.

A 2026 registration does not satisfy the 2027 requirement.

Companies should confirm that payment is completed for the correct registration year.

What Are the Official 2027 UCR Fees?

The approved 2027 UCR fee schedule is:

Vehicle bracketOfficial fee
0–2 vehicles$55
3–5 vehicles$167
6–20 vehicles$333
21–100 vehicles$1,163
101–1,000 vehicles$5,548
1,001 or more vehicles$54,165

Covered brokers and leasing companies pay $55.

These are official UCR fees. Optional private filing assistance may carry a separate service charge.

Does Driver Eligibility Affect the UCR Fee?

Not directly.

UCR carrier fees are generally based on the applicable qualifying commercial motor vehicle count.

The number of drivers, their citizenship, or their individual CDL classifications does not independently determine the fleet bracket.

Companies should use the program’s proper vehicle-counting rules.

Can MCS-150 Fleet Data Affect UCR Renewal?

Yes.

The MCS-150 maintains company information, including reported power units.

The UCR Plan explained in October 2026 that certain enrolled automatic renewals use the power-unit count from the most current MCS-150.

Businesses should review the accuracy of that information.

An MCS-150 filing does not itself complete UCR payment.

Does Motus Replace UCR?

No.

FMCSA’s Motus system supports applicable USDOT registration and authority transactions.

UCR continues through its own annual registration system.

A Motus account does not automatically register a business for 2027 UCR.

What If a Carrier’s Driver Loses CDL Eligibility?

The motor carrier must determine whether the driver remains legally qualified for the intended operation.

A licensing restriction may affect dispatch decisions.

It does not automatically cancel the company’s USDOT number or annual UCR obligation.

The business should address each issue through the appropriate process.

What If UCR Is Not Paid?

The UCR Plan states that applicable registration fees remain due after the deadline and that nonregistrants may face state enforcement.

The consequences depend on the relevant jurisdiction.

A late UCR payment does not automatically establish a CDL violation or driver disqualification.

How Do You Register for 2027 UCR?

Visit the official UCR website at Home – UCR .

Confirm whether the business is covered.

Review the legal entity, registration category, and applicable vehicle bracket.

Select the 2027 registration year.

Complete payment and retain confirmation.

Private filing assistance is optional.

Frequently Asked Questions

Does Dalilah’s Law change the 2027 UCR deadline?

No enacted change to the UCR deadline has been established by the legislative actions discussed here.

Is 2027 UCR registration open?

Yes. It opened October 1, 2026.

Do brokers need UCR if they do not own trucks?

Covered freight brokers generally do.

What is the 2027 UCR fee for one truck?

$55 for the zero-to-two-vehicle bracket, assuming it applies.

Does a driver’s CDL status determine the UCR fee?

No. The carrier’s applicable vehicle bracket determines the fleet-based fee.

Does UCR payment prove that every driver is qualified?

No. UCR and driver qualification are separate compliance requirements.

Keep Annual UCR Registration Separate From CDL Compliance

Changes in CDL eligibility rules may require carriers to review driver qualifications, but they do not replace the annual UCR registration process.
